Opportunities may be available through your energy provider, local financial institution, the State of California or federal government.


On Bill/Off Bill Financing

San Luis Obispo Energy Watch, through PG&E and SoCalGas, provides On Bill or Off Bill Financing (OBF) for municipal and small business energy efficiency improvements. The utility-based program offers seamless, 0% financing through your monthly energy bill or by a separate invoice.

California Energy Commission 3% Loans

The California Energy Commission is pleased to announce the availability of funds for low-interest loans for energy efficiency and energy generation projects. Approximately $3.6 million is currently available. The Energy Commission reserves the right to increase the amount of funds available under this solicitation if and when additional loan funds become available. Funds used in this solicitation originate from one or more of the following:

  • Energy Conservation Assistance Act (ECAA)
  • Bond Proceeds from ECAA Tax-Exempt Revenue Bonds
  • American Reinvestment and Recovery Act (ARRA)

FHA's Energy Efficient Mortgage program (EEM) helps homebuyers or homeowners save money on utility bills by enabling them to finance the cost of adding energy efficiency features to new or existing housing as part of their FHA insured home purchase or refinancing mortgage.


Energy Upgrade California

California Energy Commission & California Public Utilities Commission

This is a statewide energy, water efficiency and renewable generation retrofit program for single- and multifamily residential building. A one-stop resource, it offers information on building retrofit benefits, financing and incentives, finding a qualified contractor, workforce training and home energy ratings. The program coordinates federal, state, utility and local government retrofit program outreach, incentives and contractor and participant qualifications.
